The Human Resources Generalist performs a variety of responsible and complex technical and administrative duties relating to personnel functions and programs including in the areas of employment, recruitment and hiring, training and staff development, benefits, FMLA, Workers Compensation, insurance and unemployment claims; provides information and assistance to employees regarding human resources activities, processes, policies, and procedures; prepares various correspondence and memoranda; and performs a variety of tasks requiring specialized knowledge related to human resources.

Responsibilities:
This position does not have supervisory responsibilities.
Description of Job Duty Performs a variety of general office support duties to include filing, making copies, processing mail, ordering office supplies, processing travel and expense forms for the HR department.
Provides customer service, both in-person, by telephone and email; answers questions from employees regarding HR issues; responds to employment verification requests, and other requests for information.
Assists with benefit administration, including claims resolution, change reporting, approving invoices for payment and communicating benefits information to employees.
Assists in administering employee performance plans and programs.
Process faculty and staff contract agreements and wage notifications.
Tracks and process leaves associated with FMLA.
Review and approve terminal pay calculations.
Works directly with SURS on computing and editing of SURS contributions, processing information and appropriate documentation.
Track eligible retirees for 6% SURS penalty.
Works directly with our 403b provider and employees in managing the College's plan.
Process workers compensation claims and unemployment claims.
Audit insurance bills for accuracy, ensuring that employees are added and deleted on a timely basis.
Assists with open enrollment materials and procedures.
Verify BCBS monthly billing and direct to Business Office for journal entries.
Create monthly reports for retirees on KC insurance plan.
Create monthly reports for HRA provider for retirees on CIP insurance plans.
Administers COBRA for group health plans.
Maintain employee flex spending and employee life insurance accounts.
Audit insurance bills for accuracy, ensuring that employees are added and deleted on a timely basis.
May attend or participate in employee disciplinary meetings, terminations, and investigations.
Assist with the processing of bimonthly payroll; review and ensure accuracy of approved timesheets; maintain adherence to FLSA, track and deduct all garnishments and other special payroll deductions as well as leave banks and benefit administration including COBRA, Health Insurance and flex spending.
Provide data for College audits and meet with audit staff to discuss processes as needed.
Assist the Executive Director of HR in providing and maintaining personnel file information and coordinating C1, C2, C3 reporting.
Assist in developing and executing personnel procedures and policies, providing guidance and interpretation for College operations.
Participate in the development of HR objectives and systems, including metrics, queries, and standard reports for ongoing College requirements.
Ensure legal compliance of HR state and federal regulations and applicable employment laws, and update policies and/or procedures as required Keeps abreast of changes in Board policy and union contract language as they pertain to HR functions and suggest new procedures and policies to continually improve the efficiency of the HR department and organization as a whole and to improve the employees' experience.
Provide updated process documentation for the duties of the position.
Complete other duties as assigned.

Required Qualifications Bachelor's Degree in Human Resources or related field preferred; Associates degree or other appropriate HR related experience in lieu of Bachelor's degree Three plus years of Human Resources experience in any of the following HR related areas benefit and leave management, payroll management, and/or recruitment and hiring.
PC proficient (Outlook, Word, Excel) Working knowledge of employment and labor laws.
Physical Demands Work is normally performed in a general office environment.
Work performed requires sensitivity and responsiveness to changing goals, priorities and needs.
